You must instruct Windows Defender and/or your anti-virus software to allow the setup.exe file on your PC.
Otherwise, your PC, Windows or anti-virus software will delete it again and again.
This is because Windows and anti-virus software see every .exe or .com file as a potential threat.
It’s not the case, but you still have to instruct Windows Defender to allow this file/program on your PC.
